Halifax Water Board Elects New Chair

Members of the Halifax Water Commission Board, and General Manager, Kenda MacKenzie, are pleased to announce that Mr. John MacPherson KC, has been appointed Chair of the Halifax Water Board of Commissioners as of April 1, 2025.  

“Mr. MacPherson is a retired lawyer and brings significant understanding of the utility and regulatory sector and our customers,” says Kenda MacKenzie, General Manager, Halifax Water. “I look forward to working with him as our new Chair as he brings with him extensive regulated utility experience to lead the Board.”  

Ms. Colleen Rollings has been on the Halifax Water Board for 6 years, with her term as Board Chair ending March 31, 2025.   
Ms. MacKenzie added, “I want to thank Colleen for her dedication as a commissioner, her unwavering support for the utility and her invaluable guidance on technical and governance aspects and leadership as Board Chair. We wish her tremendous success in the years ahead.”

Biography 
BOARD CHAIR – John MacPherson   

John C. MacPherson, KC is a retired lawyer who practiced for over 40 years in Halifax. He received his undergraduate degree from Acadia University, an LLB from the Weldon School of Law at Dalhousie University and a Masters of Law from Victoria University of Wellington (New Zealand). His practice focused on regulatory, environmental and labour and employment law. He frequently appeared before the NSUARB on behalf of utilities including Halifax Water.”
