Halifax Water Contract Management in Bids & Tenders
Beginning October 21, Halifax Water is expanding its use of Bids & Tenders to support contract management activities with our vendors.
Vendors doing business with Halifax Water may receive email notifications from Bids & Tenders related to contracts and asking to take action including:
- Providing or updating required documentation (i.e. insurance).
- Responding to a renewal, extension.
- Reviewing or responding to an amendment or change order.
- Completing other contract-related actions or requests.
Vendors are to review the email notifications from noreply@bidsandtenders.ca when received and complete any requested action within the timeframe provided. Halifax Water Procurement will no longer receive contract-related information directly.
This new approach will support clearer contract management between us and our vendors.

As of January 19, 2026 Halifax Water has transitioned to bids&tenders® e-bidding procurement web portal. Effective this date, new procurement opportunities will be via bids&tenders®.
Halifax Water procurement and tender opportunities (RFx) can still be accessed through the Nova Scotia Tender Notices.
All vendors interested in participating in Halifax Water procurement opportunities are required to register by visiting bids&tenders.
bids&tenders® will provide vendors with the ability to upload their bid submissions within the portal and also provide notification of any upcoming procurement opportunities.

Halifax Water is expanding its use of Bids & Tenders beyond the procurement process to include ongoing contract management. This means that contract-related activities and requests associated with Halifax Water procurement contracts will be managed through Bids & Tenders.
All Halifax Water procurement-related contracts are included in the new contract management process.
You will receive an email notification from Bids & Tenders when action related to your contract is required. It is important to review these notifications and follow the instructions provided. We recommend ensuring that emails from Bids & Tenders are recognized by your email system and are not being directed to a junk or spam folder.
First, check your junk or spam folder.
You should also ensure that the email address associated with your Bids & Tenders account is current and accurate.
If you are still concerned that you have not received an expected contract notification, contact Halifax Water Procurement to confirm the email address associated with the contract in Bids & Tenders.
Vendors are responsible for keeping their contact information in Bids & Tenders current. Only the vendor can update its contact information in Bids & Tenders. Halifax Water cannot make these changes on your behalf.
Keeping your information current is important so that contract-related notifications reach the appropriate person within your organization.

Contract changes and activities, including renewals, extensions, amendments, change orders, expirations and new requests, will be managed through Bids & Tenders.

This change relates to how Halifax Water manages and communicates contract-related activities through Bids & Tenders. If Halifax Water requires a change to your contract, that activity will be communicated and managed through the platform.
Halifax Water vendors may now receive legitimate Bids & Tenders emails relating to existing contracts, not just procurement opportunities. Please ensure your email settings allow Bids & Tenders notifications and check your junk or spam folder regularly.
If you receive a notification and are uncertain about the Halifax Water request associated with it, contact Halifax Water Procurement to verify.
Yes. Contract-related notifications will be sent through Bids & Tenders when action is required. Not receiving a notification simply means there may not be any action for you to take at that time. Vendors remain responsible for meeting the requirements of their existing Halifax Water contracts.
