Water service has been extended to the community of Fall River through a project by the Clean Water and Wastewater Fund (CWWF) program. The CWWF Program is funded by Infrastructure Canada and the Province of Nova Scotia. A portion of the project is funded through a Local Improvement Charge (LIC) administered by the Halifax Regional Municipality.
The new water services installed as part of Phases One and Two of the Fall River Water Main Extension Project are now operational. Home owners located within the Phase One area (Fall River Road, McPherson Road, and Lockview Road to the High School; and Phase Two area (Highway #2 from Fall River Road to approximately 3009 Highway #2, and Ingram Drive to Fall River Road) can now make an application to connect to the water system. Upon review of the application, a letter will be issued outlining the requirements to construct, inspect and install the water service connection and water meter.
A direct connection to the municipal water system may result in an increase in service pressure inside the house. Depending on the age of the building and the construction materials and methods used, the increase in pressure may exceed the capability of the piping, fixtures and other components connected to the plumbing system.
Therefore, all new connections are required to install an individual Pressure Reducing Valve (PRV) on their new service. The cost and installation of the PRV will be the responsibility of the homeowner. The homeowner should work with their Plumber to set the PRV so that the incoming line pressure is compatible with existing pressure within the household plumbing and in accordance with the Canadian Plumbing code.
Residential connections (single unit dwellings up to and including 50 mm) are subject to the following fees:

Fees are payable by cheque, submitted with the application or in person at Halifax Water’s Head Office, located at 450 Cowie Hill Road, Halifax. In person payments can be made in cash, debit or cheque.

Construction & Inspection
Halifax Water must inspect the constructed water service connection from the property line to the building. Upon the inspection passing, the property owner will be able to call Halifax Water to setup a water meter installation appointment to complete the connection process.
All details relating to construction, inspection, water meter installation and account setup will be provided in the review letter issued to the property owner upon making application.
All costs associated with the installation of private water service connections, including but not limited to labour, excavation, materials, backfilling, and reinstatement from the service connection stub at the property line to the building, are the responsibility of the property owner.
Existing Well Private Connections
Existing well water lines must be disconnected from internal plumbing prior to the installation of a water meter. Halifax Water will inspect the disconnection at the time of the meter installation.
Registered Water Supplies
If you currently receive water from a communal or commercial system that is a Nova Scotia Environment Registered Water Supply, contact your system administrator. Halifax Water will inspect the disconnection of the water supply from the registered system at the time of meter installation.

The extension of water service is currently underway in the community of Fall River. The work is taking place in two phases. Phase 1 construction includes the Fall River Road from Windsor Junction Road to Highway #2, McPherson Road, and Lockview Road to the High School.
Phase 2 construction is underway on Highway #2 from Fall River Road to the Inn on the Lake and a portion of Ingram Drive from Lexington Avenue to the end.
Each property along the project route will have a water pipe (lateral) installed to their property line.
If your property is along the Phase 1 route or the Phase 2 route, we will place a stake on your property where the proposed location for the water service pipe will be installed. Site representatives from the consultant or contractor will meet with each owner to confirm the location for the service pipe prior to installation. As of August 28, 2018, water main installation for Phase 1 is approximately 97% complete and approximately 24% for Phase 2. It is anticipated the project will be complete around the end of November 2018, weather permitting. The hours of work are generally 24 hours/day Sunday evening – Friday afternoon. During the peak traffic hours of 7:00 AM – 9:00 AM and 4:00 PM - 6:00 PM one lane of traffic in each direction will be maintained. During off peak hours, stop and go traffic will be in effect throughout the work zones.
