Halifax Water Concludes Independent Investigation – Allegations of Financial Irregularities

Halifax Water has received the results of an independent third-party investigation of Code of Conduct violations. Based on the findings, the independent third-party investigator has concluded that allegations of financial irregularities were unfounded.  

While Halifax Water does not typically comment publicly on personnel matters, a high level of recent public speculation and unfounded inferences about the organization's financial management have negatively affected both the organization and its employees.  

Halifax Water commissioned an independent third-party investigator to investigate allegations of Code of Conduct violations. This comprehensive independent investigation was conducted over several weeks.  

“We commissioned an independent third-party investigation to ensure objectivity, and we are pleased that the allegations of financial irregularities have proven unfounded,” said Kenda MacKenzie, General Manager of Halifax Water. “Our team takes great pride in serving our customers, and public speculation has negatively affected employee morale. By sharing the results of this investigation, the entire organization can now move forward with renewed pride and confidence in the work we do.”  

The investigation was conducted entirely independently by the third-party investigator, with full autonomy to interview witnesses, review documents, and reach conclusions without direction or interference from Halifax Water management.  

Halifax Water remains committed to fostering a “speak up” culture where everyone is respectful and accountable in the workplace. All employees are required to abide by the organization’s Code of Conduct, and any credible allegations are taken seriously. In this case, Halifax Water engaged an independent third-party investigator to ensure a thorough and unbiased review. Where allegations of Code of Conduct violations are substantiated, appropriate disciplinary measures are taken, and if allegations of illegal conduct are substantiated, these matters will be reported to the appropriate authorities.
