The Senior Manager, Infrastructure Planning, reporting to the Director of Engineering & Capital Infrastructure leads the planning and development of identified Halifax Water capital infrastructure projects to a level of definition that supports informed enterprise-level decision‑making prior to commitment to project delivery (detailed design & execution), including the identification and evaluation of risks, optimization of value for ratepayers, and responding to evolving municipal, regulatory, and operating environments, in alignment with the Integrated Resource Plan (IRP) and Halifax Water’s strategic priorities. Develops integrated infrastructure project plans that consider alignment with Halifax Regional Municipality (HRM) and Province of Nova Scotia (PNS) plans and initiatives, land acquisition requirements, interested party engagement and regulatory (financial and environmental) considerations. Collaborates with appropriate Halifax Water interested parties to establish and maintain design standards for critical infrastructure, reflecting technical and operational realities, environmental and financial regulatory considerations, and ensuring long-term organizational needs are appropriately integrated.

- Lead a disciplined, planning‑first approach to the development of identified Halifax Water capital infrastructure projects. Advance initiatives through feasibility, concept and pre‑design stages that enables informed, enterprise‑level decision‑making prior to commitment.
- Lead project planning activities including scope validation, alternatives analysis, prioritization, portfolio sequencing and cross-project dependencies, and delivery readiness, while ensuring alignment with IRP objectives, strategic priorities, organizational capacity, long‑term operational impacts, enterprise risk mitigation, and value for ratepayers.
- Provide leadership, direction, and mentorship to assigned leaders and staff, that reinforces planning discipline, collaboration, accountability, and continuous improvement, while building long‑term individual and organizational capability.
- Develop regulatory (environmental and financial) engagement strategies for capital infrastructure projects at the concept and pre‑design stages, informed by regulatory expectations, precedent matters, and prior regulatory filings to identify requirements, constraints, and schedule implications.
- Evaluate and recommend strategic planning‑level procurement and project delivery methodologies for capital infrastructure programs and projects, informed by risk profile, complexity, market conditions, IRP assumptions, and organizational capacity, to support defensible enterprise‑level decisions prior to project delivery.
- Prepare and deliver planning‑level briefings, recommendations, and decision materials to Halifax Water senior leadership, the Halifax Water Board of Commissioners and HRM Regional Council to support transparent, defensible infrastructure investment decisions.
- Lead the strategic identification of future property needs for capital infrastructure projects, coordinating with internal interested parties to support land assembly, easements, and long‑term corridor protection objectives and integrate into planning decisions.
- Establish, maintain, and periodically review Halifax Water design standards for critical infrastructure ensuring technical and operational realities, environmental and financial regulatory considerations, and long-term organizational needs are appropriately integrated.
- Lead formal risk, prioritization, and option evaluation processes for identified infrastructure projects, ensuring that planning recommendations appropriately mitigate enterprise risks.
- Build and maintain effective working relationships with HRM, the Province of Nova Scotia, utility coordination committees, regulators, and external agencies to consider alignment of infrastructure planning initiatives.
- Lead the identification of external agency consultation and coordinated planning‑stage engagement to inform scope, risk, and project readiness prior to delivery.

Minimum Qualifications
Education:
- Post-secondary degree in Civil Engineering with Professional Engineer designation. Other engineering disciplines may be considered.
Experience:
- Minimum seven (7) years of progressively responsible related experience in a municipal engineering field including direct supervisory experience.
- Must be eligible for membership in the Association of Professional Engineers of Nova Scotia.
- Must have a valid NS drivers’ license
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Thorough knowledge of Provincial Acts, Water Utility Regulations, By-Laws and Policies.
- Thorough knowledge of engineering principles and practices, policies and regulations relating to municipal water system infrastructure.
- Thorough knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
- Expertise in developing engineering solutions to municipal infrastructure problems.
- Excellent leadership, motivational and interpersonal skills.
- High level of initiative and ability to achieve results through staff.
- Demonstrated ability to manage change.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to work closely and effectively with a broad range of publics including consultants, developers, regulators, elected officials and government representatives.
- Strong consultative and negotiation skills.
- Strong skills in municipal engineering computer applications are essential.
Non-Union Salary Band: $121,817 to $152,271 annually
