Works under the direction of the Senior Manager, Asset Management and Capital Planning to lead the development, integration, and submission of Halifax Water’s annual capital budget and multi-year capital plans. The role is responsible for the full capital planning cycle, including project concept development, project data intake, scoring and prioritization, and iterative reviews with managers and senior managers to establish a balanced portfolio of capital investments for submission to the Halifax Water Board. The Manager, Capital Planning integrates asset management strategy, regulatory requirements, financial capacity, risk considerations, and service level objectives to support enterprise-wide capital investment decisions. This role requires a deep understanding of capital project intake procedures and planning processes, as well as the ability to navigate differing planning approaches, priorities, and constraints across multiple teams. Success in this position depends on fostering collaboration among groups with diverse and sometimes competing objectives to achieve a defensible, strategic, and financially sustainable capital plan. The Manager, Capital Planning ensures that capital budget decisions are aligned with organizational strategy, clearly documented, and actively monitored and reported on throughout the year.

- Provides overall management and leadership for the capital planning section including accountability for section performance, staff capability development, and effective execution of the approved capital planning framework.
- Leads the annual development of the 1-Year capital budget and multi-year capital plan including development, evaluation, and documentation of capital investment options and recommendations for Senior Manager review and approval.
- Develops and manages the communications and engagement activities supporting the annual capital planning process.
- Leads the engineering capital project intake process, including the evaluation of project alignment with the Integrated Resource Plan (IRP), Enterprise Risk Management framework, and 5-Year Strategic Plan, and assessment of affordability, risk exposure, and readiness to proceed, to support informed capital investment recommendations.
- Leads and facilitates iterative capital planning discussions to reconcile competing priorities within established strategic and financial parameters.
- Tracks execution of the approved capital budget including identifying material variances, risks, and emerging issues, and escalating these to the Senior Manager with recommended responses.
- Coordinates and supports the preparation of capital budget submission materials for NSRAB review.
- Identifies and supports the development of capital planning dashboards to support management oversight, decision-making, and identification of capital planning risks and trends.
- Ensures effective and consistent use of the capital project management information system (CPMIS) in support of capital planning, reporting, and governance.
- Provides leadership in continuous improvement of capital planning processes, tools, and methodologies, in alignment with asset management and IRP requirements.
- Acts as a subject matter expert and internal advisor on capital planning methodologies and requirements.
- Leads the development of the business plan and operating budget for the Capital Planning section.
- Coordinates and manages working relationships with consultants, regulators, elected officials, and other interested parties, exercising professional judgment to address issues, manage sensitivities, and support capital planning decisions.

Minimum Qualifications
Education:
- Post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with Professional Engineer (P. Eng.) designation, preferred, or
- Finance or Business degree with CPA qualification.
Experience:
- Five (5) to seven (7) years progressively responsible related engineering or finance experience leading municipal engineering or infrastructure planning initiatives, working on multi-disciplined teams on strategic initiatives, including direct supervisory experience or experience directing technical and professional personnel. Experience supporting senior leadership decision-making related to capital investment planning.
- Must be eligible for membership with Engineers Nova Scotia, CPA Nova Scotia, or other regulatory body.
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Thorough knowledge of Provincial Acts, Water Utility Regulations, By-laws, and Policies.
- Thorough knowledge of engineering principles and practices relating to municipal water system infrastructure.
- Thorough knowledge of national, provincial, and municipal engineering procedures, standards, specifications, and guidelines.
- Demonstrated experience in strategic program development and implementation.
- Thorough experience establishing and leading capital planning processes, and development of capital infrastructure plans.
- Strong leadership, motivational, consultative, and interpersonal skills.
- Demonstrated ability to communicate effectively, both verbally and in writing.
- Demonstrated ability to manage change.
- Ability to establish and maintain effective working relationships.

Salary Band: Non-Union Band 9 ($95,021 to $118,776 annually)
