Primary Function

Reporting to the Manager of Environmental Engineering, the Environmental Coordinator is a core member of the Environmental Engineering team and responsible to lead and coordinate the activities of the Halifax Water Engineering Technologists – Environmental supporting the Pollution Prevention, I&I Reduction and other Environmental Engineering Programs.

You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.

Duties & Responsibilities
  • Organize, coordinate and supervise the day-to-day activities of technical staff to ensure delivery of Environmental Engineering and Regulatory Compliance Programs, in accordance with regulatory and corporate requirements.
  • Participate in management and supervisory activities including hiring, performance management, discipline, budgeting process and labour relations matters.
  • Develop, implement and keep current, systems, policies and procedures to ensure Environmental Engineering Programs operate and interact efficiently with Regulators, other Halifax Water Departments, Customers and others as required.
  • Design, coordinate and improve field programs and provide staff training as required to meet corporate technical and safety priorities, goals and objectives.
  • Review verbal, written and email correspondence / requests as required, to and from Customers, Regulators, Halifax Water departments and others and develop responses as needed.
  • Participate in the preparation of budgets, and track and control ongoing financial activities within established budget constraints. Approve purchases and invoices.
  • Provide and coordinate regulatory and technical support and services to assist Environmental Engineers, other Halifax Water departments, divisions and staff and make recommendations as required.
  • Track service requests, cases and investigations as required and get issues resolved and cases closed in an efficient manner.
  • Coordinate staff participation in assisting others in completing departmental work including the renewal of operating permits and investigations, completing investigations and delivering programs to Customers.
  • Coordinate and participate in the preparation of annual reports, quarterly reports, board reports, and other reports as may be required from time-to-time.
  • Liaise with Halifax Water watershed management staff, water and wastewater operations staff, water quality staff, HRM staff, and provincial and federal regulatory staff as appropriate and required.
  • Maintain good working knowledge of the Halifax Water Regulations, the HRM Charter, the HRWC Act, federal, provincial, and local drinking water, wastewater effluent and water quality legislation, and assessing compliance with the various legislation.
  • Regularly review the performance of Halifax Water Environmental programs and projects. Liaise with Environmental Engineers and other Halifax Water staff to improve the efficiency of various programs and investigations.
  • Receive and review internal and external service requests received via email, telephone, CityWorks, or other means, prioritize and distribute to Pollution Prevention Program, I &I Program, or others in Halifax Water for investigation and response.
  • Coordinate and plan the use of acquisition of resources, equipment, vehicles by technical staff.
  • Performs other related duties as may be assigned.
Reporting Relationships

Reports to: Manager of Environmental Services.
Supervises: Engineering Technologists - Environmental and other Assigned Staff.

Minimum Qualifications

Education and Experience

Education:

  • Post-Secondary diploma in Engineering and/or a Technical Diploma in engineering sciences or a related field with emphasis on environmental sciences, chemistry and civil may be considered if accompanied by water, wastewater and stormwater experience directly related to this position.

Experience:

  • A minimum of three years’ experience delivering municipal water, wastewater and stormwater services, wastewater and/or water treatment; and at least two years stormwater, wastewater or water quality management experience and/or investigating and recommending solutions to address operational issues. Supervisory experience would be considered an asset.
Other Requirements
  • Must possess a Valid Nova Scotia Driver’s License.
  • Must be willing to undertake and maintain valid First Aid, WHMIS and other safety training certificates as required.
  • Registered member or eligible for membership in TechNova as a Certified Engineering Technologist
Knowledge, Skills and Abilities
  • Thorough knowledge of Halifax Water’s Rules and Regulations, Design Specifications, Plumbing and other Standards.
  • Thorough knowledge of Provincial and Municipal Legislation related to Halifax Water Systems.
  • Familiarity with water treatment and distribution systems, wastewater collection and treatment systems, and stormwater management systems.
  • Knowledge of managerial and budgetary principles and managing work teams.
  • Knowledge of watershed management.
  • Demonstrated ability to communicate effectively both written and oral.
  • Familiarity with federal, provincial and local health and safety regulations and requirements.
  • Experience managing projects and programs requiring attention to detail and meeting deadlines.
  • Very good working knowledge of computer software, hardware and web applications as required (eg. PI, GIS, CityWorks).

Non-Union Salary Band: $76,440 to $95,550 annually
