As part of our ongoing commitment to communicating with customers and the local community, Halifax Water would like to inform you that we are completing a sewer separation project on Cathedral Lane, Halifax, between University Avenue and Spring Garden Road. This work is part of the utility's 30-year, $4 billion investment commitment to improving aging water, wastewater and stormwater systems.
Dexter Construction Company Ltd. will be completing this project on behalf of Halifax Water. The safety of staff, contractors and the public is our top priority during this work.
To ensure the safety of our communities and our staff, please maintain a safe distance when Halifax Water staff or contractors are working in your area.
During this work, Cathedral Lane will be fully closed from College Street to Spring Garden Road. Vehicle access will not be permitted in this section. However, Cathedral Lane from University Avenue to College Street will remain open to local traffic when possible. Due to excavation and road work, there may be times when access to your driveway will be restricted. We will notify residents in advance of these interruptions. Traffic control personnel will be on site during the day to manage and direct traffic.
Parking and Access:
- No Street Parking: There will be no street parking within the work limits throughout the project.
Future Traffic Flow Changes:
Once the construction project is complete, Halifax Regional Municipality will implement modifications to Cathedral Lane, including:
- Changing traffic flow to one-way southbound.
- Adding curb extensions at three intersections.
These changes are expected to:
- Increase on-street parking by up to 17 additional spaces.
- Reduce crossing distances and enhance pedestrian visibility at Spring Garden Road, College Street, and University Avenue.
Preparation work for this project will begin on August 19, 2024, with the project expected to be completed for the 2024 construction season in November. Work will resume in Spring 2025, and the full project is expected to be completed in July 2025. Typical hours of work will be 7:00 AM to 7:00 PM, Monday to Friday.
This work will involve excavation, rock breaking, and installation of pipe. Following pipe installation, the work areas will be restored – including repaving the impacted sections of the street (curb to curb) and any impacted property. See the attached map for the entire project area. Traffic control personnel will be on-site during this construction to manage traffic flows.
