Primary Function

The Project Engineer (Infrastructure Planning) is a key team member in the management and initiation of water, wastewater, and stormwater capital projects at Halifax Water. They provide leadership in Halifax Water by delivering services that protect public health and the environment through the planning and preliminary design of capital projects.

The Project Engineer (Infrastructure Planning), reporting to the Manager of Water Infrastructure Planning, is responsible for the provision of professional engineering and project management services (i.e. preliminary design and planning) for a wide range of capital projects related to water, wastewater and stormwater infrastructure. They will mainly focus on the planning of projects in support of Halifax Water’s long-term plans as established in the Infrastructure Master Plan from the Integrated Resource Plan.

Duties & Responsibilities
  • Provide technical and project management support for water, wastewater and stormwater capital projects including scope, cost estimates, schedule and quality control across conceptual planning, design, external consultant management and transition to the capital delivery team.
  • Work with a team comprised of professional and technical staff responsible for the planning, design, and construction of capital projects in support of water, wastewater and stormwater infrastructure. Work closely with other Halifax Water staff within capital project delivery, operations, and regulatory services as it relates to planning, procurement, delivery methodologies and reporting.
  • Prepare scope of work documents and manage the execution of external consultant procurement.  
  • Lead investigations and studies related to water, wastewater, and stormwater infrastructure. Coordinate field inspections, reporting, and data collection related to water, wastewater, and stormwater infrastructure.
  • Develop conceptual and preliminary design plans and documents for a full range of infrastructure projects with a core focus on projects generated from Halifax Water’s long-term plans as established in the Infrastructure Master Plan from the Integrated Resource Plan, from linear projects to major structures and vertical (e.g., wastewater pump stations, water booster stations, etc.) infrastructure.
  • For assigned projects, assist corporate legal team with property acquisition, construction and permanent easements that would be required to be in place to execute the delivery of the project.
  • Assist with and provide support (review and planning implementation) of a range of infrastructure projects from small to large.
  • Liaise with the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers, insurers, and other stakeholders.
  • Develop and maintain relationships with Halifax Regional Municipality (HRM) staff, consulting engineer and constructor communities as it relates to design and planning of capital projects.
  • Manage and utilize databases for the collection, coordination and reporting of Halifax Water project management data.
  • Perform other related duties as may be assigned.

Minimum Qualifications

Education and Experience

Education:

  • Post-secondary degree in Engineering (Civil, Mechanical, Process or Environmental) with Professional Engineer (P.Eng.) designation.

Experience:

  • Minimum five years of progressively responsible related experience in an engineering field; water, wastewater and stormwater experience and ideally project management experience. 
Other Requirements
  • Must be eligible for membership with Engineers Nova Scotia
  • Must have a valid NS driver’s license
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements 
Knowledge, Skills and Abilities
  • Knowledge of Provincial Acts, HRWC Regulations, Municipal By-Laws and Policies as related to water, wastewater and stormwater municipal infrastructure.
  • Knowledge of engineering principles, policies, regulations and practices relating to water, wastewater and stormwater municipal infrastructure.
  • Knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
  • Ability to develop engineering solutions to municipal infrastructure problems.
  • Leadership and interpersonal skills.
  • High level of initiative, and ability to achieve results through effective interaction with other staff.
  • Ability to adapt to change in the work environment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work closely and effectively with a broad range of stakeholders, including the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers and insurers.
  • Strong consultative and negotiation skills. 
  • Strong computer/software skills, including the Microsoft suite of office software, spreadsheet development, database development, and other engineering related computer applications. 

ENG 1 Salary Band $68,000 to $85,000

ENG 2 Salary Band $91,784 to $114,730
