Works under the direction of the Senior Manager, Asset Management and Capital Planning to lead the asset management roadmap implementation, develops and oversees the implementation of the comprehensive condition assessment program, and establishes asset life cycle intervention strategies. The Manager, Asset Management creates and implements a communications program for the business unit with a focus on engaging internal stakeholders and building an asset management culture throughout the utility.
The Manager, Asset Management maintains expert level knowledge of Halifax Water’s infrastructure with a core focus on asset management.
You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.
- Provides overall management and leadership for the asset management section including supervision of staff, prioritization of work activities, development of standard operating methods and procedures, and coordination of professional development.
- Leads the asset management roadmap implementation including levels of service (LOS) updates and integration with other strategic objectives.
- Develops and oversees execution of the comprehensive condition assessment program for all asset classes.
- Creates and implements a communications and engagement practice for the Asset Management and Capital Planning team using all available channels and audiences and keeps team intranet site current.
- Establishes asset life cycle intervention strategies by asset class, assesses and recommends enhancements to maintenance activities, and incorporates changes into the asset management decision support system.
- Directs the annual state of good repair review and compilation of asset management statistics, oversees changes to the prioritization process, and produces the preliminary roster of renewal projects.
- Provides oversight for the sewer inspection program and works with the data engineering team to explore emerging technology that can enhance production, processes, and data integration.
- Directs research, innovation, and program enhancements for the asset management program.
- Leads the implementation and outputs from the asset management decision support system.
- Facilitates the evolution of the Asset Management Implementation Teams (AMITs) including expansion to more asset classes, tracking of actions and progress reporting.
- Supports the regional planning team and the update to the formal asset management plan (AMP) in relation to the Integrated Resource Plan (IRP).
- Guides and coordinates ongoing data gap improvements and methods.
- Supports and participates with enhancements / updates to the capital budget process and the capital project management and information system (CPMIS).
- Contributes to the development of the business plan and operating budget for the Asset Management section that support business unit, departmental and corporate goals.
- Provide technical support and expert advice to other business units and departments.
- Perform other related duties as assigned.

Minimum Qualifications
Education:
- Post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with Professional Engineer (P. Eng.) designation.
Experience:
- Five (5) to seven (7) years progressively responsible related engineering experience leading municipal engineering or asset management initiatives, working on multi-disciplined teams on strategic initiatives, including direct supervisory experience or experience directing technical and professional personnel.
- Must be eligible for membership with Engineers Nova Scotia
- Asset management training certification (e.g. IAM, PEMAC, IPWEA), or willingness to obtain
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Thorough knowledge of Provincial Acts, Water Utility Regulations, By-laws, and Policies.
- Thorough knowledge of engineering principles and practices relating to municipal water system infrastructure.
- Thorough knowledge of national, provincial, and municipal engineering procedures, standards, specifications, and guidelines.
- Demonstrated experience in strategic program development and implementation.
- Thorough experience establishing and implementing asset management programs and activities.
- Strong leadership, motivational, consultative, and interpersonal skills.
- Demonstrated ability to communicate effectively, both verbally and in writing.
- Demonstrated ability to manage change.
- Ability to establish and maintain effective working relationships.
- High level of initiative and ability to achieve results through staff.
- Strong ability to work closely and effectively with a broad range of stakeholders
Salary Band: $110,245 to $125,306 annually
