The Stormwater Engineer (Intermediate) is a key team member in the management of the stormwater infrastructure of Halifax Water. They provide leadership in stormwater management and is responsible for engineering support to stormwater service investigations and system enhancements.
The Stormwater Engineer (Intermediate), reporting to the Manager, Regulatory Stormwater, is responsible for the provision of engineering services relating to stormwater infrastructure and management with a core focus on stormwater billing, drainage investigations, customer relations respecting stormwater management, joint stormwater initiatives with Halifax Municipality.
- Undertake investigations and studies related to Halifax Water stormwater infrastructure. Assist the Stormwater Engineer in these as required.
- Provide direction and maintain a Level of Service standard for the provision of stormwater services and investigations related to Customer inquiries.
- Provide support for investigation and research functions for implementing solutions to drainage problems, providing direction to the Customer, Operations and/or Engineering for more complex solutions.
- Provide oversight to joint stormwater initiatives with Halifax Municipality including participation on the Special Technical Committee.
- Promote Halifax Water objectives and standards and liaise with our customers, municipal and provincial government representatives, elected officials, community interest groups, regulators, developers, contractors, consultants, lawyers, insurers and other stakeholders.
- Administer/enforce Halifax Water’s Schedule of Rates, Rules and Regulations for Water, Wastewater and Stormwater Services, Design Specification, relevant legislation, by-laws, and other documents pertaining to Halifax Water’s obligations.
- Prepare scope of work documents and manage the execution of external consultant activities.
- Administer/enforce legislation, by-laws, regulations and standards, and other relevant documents.
- Coordinate work with Stormwater Engineering Technologist II to optimize service delivery to customers and support the direction provided by the Stormwater Engineer.
- Perform other related duties as may be assigned.

Minimum Qualifications
Education:
- Post-Secondary degree in Civil Engineering with Professional Engineer designation.
Experience:
- Minimum of five years of progressively responsible related experience in a municipal engineering field; supervisory experience is considered an asset.
Certificates / Licenses / Registrations:
- Registered as a Professional Engineer with Engineers Nova Scotia.
- Must have a valid NS driver’s license.
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Knowledge of Provincial Acts, Halifax Water Regulations, Municipal By-Laws and Policies.
- Knowledge of engineering principles, policies, regulations and practices relating to municipal infrastructure.
- Knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
- Ability to develop engineering solutions to municipal infrastructure problems.
- Leadership, motivational and interpersonal skills.
- High level of initiative, and ability to achieve results through effective interaction with other staff.
- Ability to adapt to change in the work environment.
- Ability to communicate effectively, both orally and in writing.
- Ability to work closely and effectively with a broad range of stakeholders, including the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers and insurers.
- Consultative and negotiation skills.
- Strong skills in municipal engineering computer applications.
