The Manager of Regulatory Compliance is responsible to oversee and ensure Halifax Water’s compliance with all, federal, provincial and local regulatory requirements through developing, implementing, and managing compliance programs, conducting audits and providing guidance and training to staff related to Halifax Water’s environmental regulatory obligations.
- Develop, implement and continuously improve regulatory compliance policies and programs to ensure adherence to all applicable laws and regulations.
- Conduct regular audits, inspections and checks to identify potential compliance issues and determine root cause(s) and recommend corrective actions.
- Monitor changes in regulations and update company policies, procedures and training accordingly.
- Provide training and guidance to staff on regulatory compliance requirements and best practices.
- Liaise with regulatory agencies and represent Halifax Water during meetings, inspections and audits.
- Prepare and review required regulatory applications, reports, notifications, documents and statistics submitted to internal and external stakeholders. Maintain accurate records of compliance activities.
- Identify and assess compliance risks and develop strategies to mitigate these risks within Halifax Water’s Integrated Management System (IMS).
- Investigate and resolve compliance-related incidents and complaints.
- Participate in management activities including hiring, performance management, discipline, and labour relations matters.
- Participate in the preparation of budgets. Track, control and forecast financial activities within established budget constraints. Approve purchases and invoices.
- Provide analytical, regulatory, and technical support and services to other Halifax Water departments, divisions and staff, and make recommendations as required.
- Develop and maintain strong relationships with organizations such as the Nova Scotia Environment and Climate Change, Environment Canada and Climate Change, and Department Fisheries and Oceans. Attend and represent Halifax Water on committees such as Stormwater/Wastewater (SW3) and Water Quality Committee, and other committees as required.
- Works closely with the ISO Manager, and support ISO 14000 and the IMS.
- Performs other related duties as may be assigned.
Reports to: Senior Manager, Corporate Environmental Compliance
Directly Supervises: Regulatory Compliance Coordinator
Indirectly Supervises: Manage Consultants and contractors as required.
Minimum Qualifications
Education:
- Bachelor's degree in Environmental Science, Management, Engineering, Law, or a related field. A combination of education and experience may be considered.
Experience:
- Minimum of 5 years of experience in the municipal and/or environmental field, preferable in a regulatory compliance capacity with direct supervisory experience.
- Experience dealing with Regulators and/or working in a regulated environment.
- Must have a valid NS drivers’ license.
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Strong skills in municipal engineering
- Strong knowledge of local, provincial, and federal regulations related to water utilities.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Proficiency in Microsoft Office Suite and compliance management software (eg. KLIR).
- Experience working with regulatory agencies and managing compliance audits.
- Knowledge of environmental management systems and sustainability practices
- Strong understanding of municipal water, wastewater, and stormwater systems.
- Thorough knowledge of Provincial Acts, water utility regulations, By-Laws, and Policies.
- Thorough knowledge of practices, policies and regulations relating to municipal water, wastewater, and stormwater system infrastructure.
- Excellent leadership, motivational and interpersonal skills.
- High level of initiative and ability to achieve results through staff.
- Demonstrated ability to manage change.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to work closely and effectively with a broad range of public stakeholders including consultants, developers, regulators, elected officials and government representatives.
- Strong consultative and negotiation skills.
