Primary Function

Reporting to the Senior Manager Information & Technology Services, the Manager, I&T Project Management Office is responsible for the governance, sustainment and execution of all I &T projects in the Halifax Water Strategic Technology Roadmap. These projects will have a combined investment of approximately $65 million, and upwards of 40 project team members. The manager will lead a group of experienced project managers, business analysts, change managers and technical resources in the production of project deliverables to enable the achievement of the strategic business goals.

 

Duties & Responsibilities

Develop and oversee the creation and maintenance of Halifax Water project management (PM) delivery methodologies, both Agile and Waterfall, for executing IT projects and oversee the work of project managers to ensure projects are well defined and executed according to the PM methodologies., including guidance on initiating, planning, executing projects, managing consultants and contractors, risk identification and management, invoice management, contract management, and transfer to IS operations.

  • Liaise and coordinate with other departments and agencies to ensure efficient and effective service delivery.
  • Create the infrastructure and processes necessary to show project progress and KPIs on highly visible dashboards.
  • Communicate and report regularly with the executive team regarding project progress, and intake of new projects and ensure project status, issues, and risks are well known.
  • Ensure project scope, schedule, budget and quality are well managed at the project level.
  • Work closely with procurement and legal services to ensure vendor contracts and amendments are according to Halifax Water processes.
  • Work with Asset Management to define risk levels for projects in the IT Roadmap and annually plan capital requirements for the following five years.
  • Maintain current with industry best practice for project management through membership and close association with the Project Management Institute.
  • Participate in hiring, performance management, discipline, budgeting processes, labour relations matters and other management activities.
  • Mentor staff and consultants in best practices and, encourage credentialling in their respective roles.
  • In consultation with the appropriate manager, recruit, interview and select staff for the project activities.
  • Create and manage an intake process for new project suggestions from company management and operations.
  • Facilitate the governance, sustainment, and execution of the strategy process by conducting environmental scans, collecting initiative details, conducting reviews of proposed projects and crafting intake documents for the purpose of assessing, prioritization and ranking projects that meet and support Halifax  Water business objectives.
  • Liaise with consultants, contractors, developers, the public, elected officials, community interest groups, regulators, government representatives, stakeholders, and other related agencies.
  • Assist with change management activities related to specific project implementation and to support on-going continuous improvement.
  • Take a leadership role in discussions and negotiations with contractors and consultants related to contracts, contract extensions and pricing.
  • Performs such other related duties as may be assigned.

  • Technical Analysts (staff and consultants)

Minimum Qualifications

Education and Experience

Education:

  • Undergraduate degree including specialized training in project management or postsecondary diploma in Computer Science/Information Technology (Other equivalent combinations of formal education and related experience may be considered).

Experience:

  • Minimum ten (10) years of progressively responsible related experience in an information technology project management role including direct supervisory experience of project managers and business analysts.
  • Demonstrated ability to manage a team of project managers delivering large complex information technology projects, including projects delivering both custom and package solutions.
Other Requirements

Certificates/Licenses/Registrations:

  • Project Management Professional certification.
  • Risk Management Certification is considered an asset.
  • ITIL Service Management and Delivery is considered an asset.
  • Cobit 2019 Certification is considered an asset.
  • Must have a valid NS drivers’ license.

  • Thorough knowledge of PM, BA and CM principles and practices.
  • Knowledge of organizational change management standards and best practices.
  • Knowledge of international standards and best practices in the areas of IT service management & delivery.
  • Knowledge of international auditing standards, such as COBIT 2019.
  • Demonstrated ability to co-ordinate and organize the project management office functions using the latest technology.
  • Strong proficiency with project management applications as well as Microsoft Office tools (SharePoint, Word, Excel, PowerPoint, Project, Visio).
  • Ability to negotiate and collaborate with stakeholders, teams, vendors, and third-party service providers.
  • Strong analytical & problem-solving skills.
  • Ability to work in a fluid team environment & managing multiple priorities.

This is a non-union salaried position with a base salary of $100,389.00 - $125,487.00
