Primary Function

The Fire and Security Advisor will assist the Manager of Safety and Security in ensuring that Halifax Water is compliant with all applicable regulatory legislations and requirements and maintains a clear strategic strategy for fire safety management, protection of property/assets, and corporate security. 

You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.

Duties & Responsibilities
  • Under the direction of the Manager of Safety and Security, assist with the development, implementation, and maintenance of fire safety plans, security at all Halifax Water facilities, facilitate the management of SDS sheets/system, training and awareness, and the overall corporate security plan.
  • Act as the first point of contact for all fire and security matters.
  • Liaise with the Information Technology Cyber Security group, providing specialist fire safety and security advice to Halifax Water working groups and consultants.
  • Work with Operations to manage security breaches around property trespass, and damage/graffiti to facilities/assets.
  • Responsible for the coordination of the Emergency Management Plan by working with leadership team in planning for business continuity, black sky, chemical storage and fuel storage etc.
  • Work with fleet services to maintain maintenance of vehicle mobile radios related to Emergency Management Plan.
  • Provide fire warden training.
  • Provide guidance, awareness and facilitation of lockdown procedure drills and fire drills.
  • Creation, distribution, monitoring, and maintenance of Halifax Water access cards and related system(s).
  • Facilitate Police Record Check (PCR) security background checks on employees and contractors as required.
  • Provide support in problem solving and analysis of Safety & Security investigations.
  • All other fire, security and safety duties as required.

Minimum Qualifications

Education and Experience

Education:

  • Post-Secondary education in a related field with professional certifications in the area of occupational health and safety, police, security. Other Suitable combinations of education and experience may be considered.
  • Certified inspector and/or job experience in the National Fire Code and/or National Building Code with familiarity with HRM and provincial associated Acts and Regulations.
  • Experience in either fire or security and facilitating and/or developing fire safety and security procedures and programs.
  • Firefighting Level 1 would be considered an asset.

Experience:

  • Five years of experience in an occupational, health and safety background with related experiences in fire and security. 
  • Background in facilities management an asset.
Other Requirements

Certificates/Licenses/Registrations:

  • Firefighting, police and/or security certification from a recognized institution.
  • Must not have been convicted of any criminal offence that would reflect negatively on the security profession or impact the ability to obtain required certification(s).
  • Must have valid NS driver’s license.
  • Must complete and pass a background security check.
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements
Knowledge, Skills and Abilities
  • Knowledge of National Fire Protection Association (NFPA) Standards, National Fire Code of Canada, and National Building Code of Canada.
  • Knowledge of municipal, provincial, and federal fire codes.
  • Familiarity in facilities management.
  • Demonstrated ability with perimeter security measures, fire and security drills/lockdowns, risk assessments/audits. 
  • Familiar with the ICS 400 standards. 
  • Experience in Non-Violent Crisis Intervention training
  • Familiar with perimeter security and CCTV and related project planning.
  • Demonstrated ability to liaise with risk insurers, regulators, and law officials.
  • Strong working knowledge of the entire spectrum of security and safety.
  • Occupational Health and Safety Act and applicable regulations.
  • High degree of confidentiality.
  • Excellent leadership, motivation, and interpersonal skills.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to work in a team environment to accomplish organizational goals.
  • Thorough knowledge of organization and reporting relationships.
  • Experience in software maintenance and understanding of network systems.
