Board of Commissioners

Colleen Rollings was appointed to the Halifax Water Board on February 21, 2019, elected to Vice Chair on October 17, 2020, and elected to Chair on June 23, 2022, is one of three residents of Halifax Municipality appointed to the Board by Regional Council.

Ms. Rollings is a project manager leveraging her 25 years experience as a professional engineer designing and constructing infrastructure for public safety. She has held senior management roles within the regulated utility industry, designing and constructing more than 500 kilometres of natural gas pipelines in Nova Scotia. Ms. Rollings has been recognized for her achievements by Engineers Nova Scotia, and is an Engineer in Residence in the Faculty of Engineering at Dalhousie University. Ms.Rollings is a graduate of Western University in London, ON.

Councillor Deagle Gammon was appointed to the Halifax Water Board by Regional Council on December 15, 2020 and was elected as Vice Chair on March 23, 2023.

Ms. Deagle Gammon has had a 40-year career in the non-profit sector, most recently as Executive Director of DASC Industries for 25 years.

Councillor Deagle Gammon has held numerous leadership roles including Past President of the Directions Council of Nova Scotia; founding President of the Social Enterprise Network of Nova Scotia; Secretary of the Greater Burnside Business Association, Vice Chair of Make-A-Wish Atlantic Provinces, and Board member of the Canadian Manufacturers & Exporters Association Atlantic, among others.

Ms. Deagle Gammon has received numerous awards including a Paul Harris Fellow by The Rotary Foundation, and the Canada 150 Award.  

Councillor Cathy Deagle Gammon was elected to Halifax Regional Council in October 2020.

Councillor Cuttell was appointed to the Halifax Water Board by Regional Council on November 17, 2020.

Ms.Cuttell has a Master’s degree in Urban and Rural Planning from the Technical University of Nova Scotia and brings over 20 years of experience working with communities throughout the Atlantic Provinces.

Prior to her election to Regional Council, Ms. Cuttell was the Executive Director of the North End Business Association and worked developing strategic plans and change management solutions with public and not-for-profit organizations,a including Halifax Regional Police, Public Health-Capital Health, Nova Scotia Barristers Society and the Mental Health Commission of Canada.  

Councillor Cuttell also spent several years working at Dalhousie University as a research associate, and an Adjunct Professor. Ms. Cuttell has been a keynote and panellist at regional, national and international events and conferences on a variety of community development issues.

Councillor Cuttell was elected to Halifax Regional Council in October 2020.

Peter Duncan, P.Eng. has served the residents of HRM for the past 26 years in a variety of leadership roles, including Manager of Development Engineering, Infrastructure Planning, and Director of Engineering and Building Standards.  Peter has managed corporate and strategic files related to Regional Planning, Development Charges, Climate Change, and Asset Management.  

Peter is a Professional Engineer with a bachelor’s degree in civil engineering from the Technical University of Nova Scotia.

Councillor Becky Kent was appointed to the Halifax Water Board by Regional Council on November 17, 2020. She was elected Vice Chair on April 1, 2021, then elected Chair on October 28, 2021, and was elected as Vice Chair on June 23, 2022. On March 23, 2023, Councillor Kent moved from the Vice Chair role to a Commissioner role.

Councillor Kent spent the first few years of her career working in customer service and as a small business owner. 

In 2004, Ms. Kent was elected councillor for Woodside-Eastern Passage. In 2007, she was elected to the Nova Scotia Legislature as MLA for Cole Harbour-Eastern Passage, serving until 2013. After leaving politics in 2013, Ms. Kent worked in the fields of continuing care; as the provincial coordinator for Transition House Association of Nova Scotia’s shelters across the province; and worked to support a family-owned business. Councillor Kent was elected to Halifax Regional Council in October 2020. 

Mimi Kolomyytsev was appointed to the Halifax Water Board effective December 14, 2021, and is one of three residents of Halifax Municipality appointed to the Board by Regional Council.

Councillor Russell was appointed to the Halifax Water Board by Regional Council on November 30, 2023.

Paul has been a long-time resident of Sackville. He has been giving back to his community, in both his personal life and his professional life, for over 30 years. Some of his community work involves being an elected member of the Halifax Regional School Board, managing all of the parades in Sackville for a number of years, and being the volunteer of the year for Sackville. He recognizes the value of volunteering and has given of his time freely.

With the election in fall 2019, he has combined his professional life with his community work and is working with others to help make Sackville an even better place to live. This is best expressed in his core values which are Community, Professionalism, and Collaboration.

Paul has three children and one grandchild and is married to his long-time partner, Donna. Paul and Donna recognize the importance of a strong family, a strong community, and a strong value system.

Kostia is a Senior Program Manager with over 10 years of hands-on experience in leading successful large scale, technology intensive projects in defense, IT, telecommunications, and utilities. He has held senior management roles with municipal water utility companies abroad prior to immigrating to Canada. Kostia serves on the Environmental, Health & Safety and Executive Committees.

Kostia is certified as a Professional Engineer and Project Management Professional with a Bachelors Degree in Engineering and Masters Degree in Business Administration.

Kostia Zaharov was appointed to the Halifax Water Board effective December 14, 2021, and is one of three residents of Halifax Municipality appointed to the Board by Regional Council.
